For companies that are required to maintain excise records and ledgers, All for One Poland carries out projects that adapt SAP systems to effectively carry out these processes. We support our customers both during system implementations and migrations to the SAP S/4HANA version. In connection with the planned introduction of the Central Excise Product Register (Centralna Ewidencja Wyrobów Akcyzowych, CEWA) in Poland and the obligation to report excise tax in electronic form, we are also carrying out work adapting SAP to the new requirements and integrating it with the system of the Ministry of Finance.

Key information about CEWA

The Central Excise Product Register (CEWA) is a central ICT system planned by Polish Finance Ministry for the electronic recording of the circulation of excise goods (e.g. alcohol, fuel, tobacco). It is intended to replace existing records by monitoring the flow of goods in real time. Mandatory use of the system is planned for 2026.

The introduction of mandatory recordkeeping in the CEWA system is one of the biggest changes in the excise area to date.

The Central Excise Products Register (CEWA) operates under the provisions of the Law of December 6, 2008 on excise tax.

Key regulations on CEWA were added as part of the amendment to the Excise Law and are effective from 2022 (along with the digitization of the excise area and the development of PUESC).

CEWA has been regulated under:

  • obligation to keep records of excise goods in electronic form,
  • transfer of data to KAS ICT systems,
  • Integration with the Fiscal and Customs Electronic Services Platform (PUESC).

The goal of CEWA is to improve control over the excise market, tighten the tax system and reduce the administrative burden on companies. The system includes will include records, excise product registers and excise stamps.

The introduction of CEWA marks the transition from paper/local records to a centralized electronic system.

The system is part of a broader digitization of taxes, closely linked to the Central Register of Excise Entities (CRPA), which operates on the PUESC platform.

The obligation to keep records in the CEWA system will cover the following entities:

  • companies that operate tax warehouses;
  • Companies with registered consignor status;
  • Companies with the status of registered recipients;
  • Enterprises making intra-community acquisitions of excise goods;
  • Enterprises that keep control books on the production of ethyl alcohol, its circulation and consumption;
  • Companies with intermediary status;
  • Enterprises with the status of consuming entities that consume products exempted for their intended use, such as lubricating oils, in the course of their business;
  • Companies that keep records of dried tobacco;
  • Companies with the status of excise taxpayers on electricity;
  • Companies with the status of intermediate coal entities and intermediate gas entities.

The CEWA solution is prepared using client-server technology. Communication with the user will take place by means of a graphical user interface provided via a web browser. In parallel, the CEWA system for adding entries to documentation will provide an API for receiving standardized electronic files according to the .xml schema. The solution will allow manual entries to be made in the CEWA system provided online. Alternatively, it will be possible to batch upload data according to the appropriate schema.

CEWA will not only collect the uploaded data, but also process it and perform validations.

The financial and accounting systems of these companies will require adjustments to keep excise records to the required extent.

It is worth bearing in mind that electronic records must meet specialized requirements. It should:

  • allow insight into the content of the entries made and ensure that the stored data is protected from distortion or loss;
  • allow data corrections to be made only with the annotation of the person making the correction and the date of the correction;
  • Allow entries and reports to be printed in chronological order;
  • prevent the deletion of entries.

Integration of SAP and CEWA

Excise records and the calculation of receivables for the tax authorities is a complex process, which each company subject to this obligation carries out in a specific way. For some industries, such as fuel, SAP has prepared a product that supports this process, but this solution does not realize the entirety of an organization’s individual needs, as well as national legal specifics. Therefore, in practically every enterprise, the system requires additional extensions and configurations in accordance with business practice and developed experience in settlements with the tax authorities.

As part of SAP All for One Poland’s implementations, it prepares solutions for its customers to support the maintenance of excise records according to customer expectations.

In view of the need to adapt our clients’ SAP systems to maintain the required excise records and to prepare reports in line with CEWA’s expectations, at All for One Poland we are analyzing the Ministry’s guidelines on this issue. We are currently waiting for further information from the MF, in particular the final version of the .xsd schema and the documentation for it (for the time being, the ministry has released a prototype).

Our offer to integrate SAP with CEWA includes a comprehensive solution that consists of customizing the system to meet CEWA’s requirements in accordance with the individual excise records processes implemented in each organization, as well as data extraction and integration with the central MF system.

It is worth mentioning that this new version of SAP does not support excise handling as much as previous versions (especially in the IS-BEV solution).
