Mandatory E-Invoicing in the Netherlands from 2030
What Companies running SAP need to know?
On 11 September 2026, the Dutch cabinet confirmed mandatory e-invoicing in the Netherlands for all B2B transactions, both domestic and intra-Community. From 1 July 2030, every invoice between businesses will have to be an e-invoice compliant with the European standard EN 16931. The rules were set out by the State Secretary for Finance in an outline letter to parliament (Contourenbrief elektronisch factureren en rapporteren).

The rules were set out by the State Secretary for Finance in an outline letter to parliament (Contourenbrief elektronisch factureren en rapporteren).
The Dutch e-invoicing mandate will cover not only intra-Community transactions, as required by the EU ViDA Directive (VAT in the Digital Age), but also sales between Dutch businesses. EN 16931 defines what data an e-invoice contains and in what structure. The Netherlands will not allow any other formats, including for domestic transactions. A PDF sent by email will no longer be enough.
Digital Reporting to the Belastingdienst: Intra-EU from 2030, Domestic from 2031
Digital reporting will start alongside e-invoicing. From 1 July 2030, the Belastingdienst, the Dutch Tax Administration, will receive reports on every intra-Community transaction, including acquisitions. From 1 July 2031, digital VAT reporting will extend to domestic transactions: businesses will submit selected data fields from the e-invoices they issue.
10-day invoicing deadline and KOR exemption: other changes
The deadline for issuing an invoice will be shortened to 10 days after the supply of goods or services, which may require changes to monthly summary invoices. There will be no separate threshold for micro-businesses. Only businesses using the KOR, the Dutch small business scheme, will be exempt from the domestic e-invoicing obligation. They may still be subject to reporting of intra-Community acquisitions.
Peppol in the Netherlands or the European Business Wallet?
It is not yet decided how e-invoices will be exchanged. Peppol is under consideration. Peppol is already mandatory for invoicing Dutch central government, and Belgium has required e-invoicing for B2B since January 2026. The cabinet is also taking into account the European Business Wallet, an EU-level tool under development for digital business identification and secure document exchange.
Poland and the Netherlands: KSeF and EN 16931 e-invoices in one group
A Polish company doing business in the Netherlands and a Dutch group operating in Poland will both handle e-invoices in two countries. In Poland, B2B invoices have been issued through KSeF, the Polish National e-Invoicing System, since 2026. In the Netherlands, from 1 July 2030, they will have to be structured files compliant with EN 16931, for both sales and purchases. For finance teams, this means two countries and two channels, but also one benefit: with a well-designed integration, incoming invoices go straight into SAP instead of an email inbox.
Mandatory E-Invoicing in the Netherlands: get your SAP ready now
1 July 2030 sounds far away. However, the Dutch parliament is expected to complete the legislative process only by 1 July 2028, and the government has reserved the remaining two years for testing. A compliance project in a large company running SAP needs that testing window too. Over the same period, other businesses, trading partners and software vendors will be adapting their systems, so implementation teams may be harder to book.
